HOW TO PARTICIPATE

The City of Rocklin welcomes your interest and involvement in the City's legislative process. The City Council has established a procedure for addressing the Council. Persons wishing to address the City Council are asked to voluntarily complete and submit a speaker identification sheet to the City Clerk. Speaker identification sheets are available near the entrance of the Council Chambers. For items listed on the agenda, any person may address the City Council at the time the item is considered. Speakers are requested to restrict their comments to the item as it appears on the agenda and stay within the required three-minute time limit. The Brown Act does not permit the City Council to take action on items brought up under Citizens Addressing the City Council.

WRITINGS RECEIVED AFTER AGENDA POSTING

Any writing or documents related to an agenda item for this meeting provided to the City Council, Public Financing Authority or Successor Agency will be made available for public inspection at City Hall, 3970 Rocklin Road, Rocklin, during normal business hours.

LEVINE ACT PROVISIONS
 
The Levine Act requires a party (or the party’s agent(s)) to a proceeding before the City of Rocklin that involves any action or consideration to their contract, license, permit, or other entitlement for use, to disclose any campaign contribution made to a City elected or appointed officer (including Councilmembers, Planning Commissioners, and members of other City boards and commissions) totaling more than $250 within the 12 months before the City decision.
 
AUDIO/VISUAL PRESENTATIONS
If making a presentation regarding an agenda item, all audio/visual materials must be submitted to the City Clerk or Secretary at least 72 hours in advance. The City is not responsible for the compatibility or operation of non-city devices or the functionality of non-city presentations.

Energy Efficiency Conservation Block Grant Agreement 

 
Recommendation:

Adopt a Resolution of the City Council of the City of Rocklin Authorizing the City Manager to Enter Into a Grant Agreement with the Department of Energy for an Energy Efficiency Conservation Block Grant. 

 

C4.  

City Property Located at 5240 Front Street - Declaration of Exempt Surplus Land

 
Recommendation:
  1. Adopt a Resolution of the City Council of the City of Rocklin Repealing Resolution No. 2024-186 that Declared that the Real Property Located at 5240 Front Street, Rocklin, California (APN 010-144-003-000) to be Surplus Land Pursuant to California Government Code § 54220 et seq.
  2. Adopt a Resolution of the City Council of the City of Rocklin Declaring that the Real Property Located at 5240 Front Street, Rocklin, California (APN 010-144-003-000) is Exempt Surplus Land Pursuant to California Government Code § 54220 et seq. and Finding That Such Declaration is Exempt From Environmental Review Under the California Environmental Quality Act, and Taking Related Actions.

Second Amended and Restated Joint Powers Agreement for Pioneer Community Energy 

 
Recommendation:

Adopt a Resolution of the City Council of the City of Rocklin Approving the Revised Second Amended and Restated Joint Exercise of Powers Agreement for Pioneer Community Energy.

 

C6.  

Astound Business Solutions, LLC Internet And WAN Data Transport Services Agreement

 
Recommendation:

Adopt a Resolution of the City Council of the City of Rocklin Approving and Authorizing an Agreement with Astound Business Solutions, LLC for Fiber Internet and WAN Data Transport Services and Authorizing the City Manager to Execute an Agreement.

 

C7.  

Rocklin Road at Pacific Street Roundabout Notice of Completion

 
Recommendation:

Adopt a Resolution of the City Council of the City of Rocklin Accepting the Public Work Known as the Rocklin Road at Pacific Street Roundabout Project, Approving the Notice of Completion Thereof, and Authorizing and Directing the Execution and Recordation of Said Notice on Behalf of the City (George Reed, Inc.).

Proclamation for 100 Year Anniversary of Boy Scout Troop 29 

 
Recommendation:

Approve a Proclamation of the City Council of the City of Rocklin Honoring the 100 Year Anniversary of Boy Scout Troop 29.

2023 Consolidated Annual Performance and Evaluation Report (CAPER)

 
Recommendation:

Conduct a Public Hearing and Consider the Following Action:

 

Adopt a Resolution of the City Council of the City of Rocklin Authorizing Staff to Submit the 2023 Consolidated Annual Performance and Evaluation Report (CAPER) and Authorizing the City Manager to Execute and File All Documents Required for Submittal to the U.S. Department of Housing and Urban Development (HUD).

 

PH2.  

Tax Equity and Fiscal Responsibility Act (TEFRA) Hearing and Approval of the Issuance of California Enterprise Development Authority Revenue Obligations for the Benefit of the Rocklin Academy

 
Recommendation:

Conduct a Public Hearing and Consider the Following Action:

 

Adopt a Resolution of the City Council of the City of Rocklin Approving the Issuance by California Enterprise Development Authority of Not to Exceed $50,000,000 Aggregate Principal Amount of the Authority's Revenue Obligations for the Benefit of the Rocklin Academy for the Purpose of Financing, Refinancing and/or Reimbursing the Cost of Acquiring, Constructing, Developing, Installing, Equipping and Furnishing Educational Facilities and Related and Ancillary Facilities.
